If Scooter Gets A Full Pardon, Can He Get A Refund?

This is an interesting thought!

While cruising around Real Clear Politics this morning, I found an answer to the perplexing question, “If Scooter Libby gets pardoned, will he get a refund?” I have a feeling the current congress wouldn’t allow this but I can see Bush using his executive privilege rights again. Read for yourself.
